Who we are and what it means to you!
Compliance Safety Systems is the technology leading Third Party Administrator of Employee or Contractor Drug and Alcohol Screening Services. We focus primarily on the transportation industry and other industry segments that are required to perform drug and alcohol testing due to the Department of Transportation safety regulations. As the Oracle based system we employ to manage our services was specifically designed and written to comply with Part 40 of the Federal Motor Carrier Safety Administration, (FMCSR). Part 40 calls for Pre-employment, random, post-accident, reasonable suspicion, and return-to duty testing. Any individuals seeking DOT certification must have a negative drug test result before they can be DOT qualified. Our process allows our customers to better manage, document and control the administration of their required drug and alcohol testing.

The services offered by Compliance Safety Systems are designed to provide your company more control over the testing process, provide more information about issues that affect the results and provide a speedier turnaround time on the needed information. All is accomplished by using a system that is windows based and web enabled that provides compliance of the required regulations using the latest in technologically enhanced value-added safety solutions and services. Compliance Safety Systems handles all phases of the testing process and administers a complete service for drug and alcohol screening for both pre-employment, random and post accident services - from notification to collection, laboratory analysis, MRO review, electronic communication and storage of results, physicals and physical re-certifications and vendor payment.

The process is initiated by entering a request for services into our system from your company’s account profile. This account profile is designed for your company’s logistical needs and desired protocol. This test request notifies the clinic of their needed services and alerts our customer service team so they can monitor and manage the desired results. The test request also identifies the reason for the activity to allow documentation on the MIS Report that is incorporated into the system. The system design proves extremely effective for fleets or companies wishing to empower terminals or remote office locations to manage their own pre-employment and random needs, yet gives corporate total visibility to be involved and manage when necessary.

How we are different from other Third Party Administrators of Drug and Alcohol Testing?
  1. The system, the system, the system. It is all about the system! The Compliance Safety Systems Oracle powered, windows based and web enabled system separates CSS from all others. The system allows all information to be saved in a readily accessible format so that it can be retrieved and formatted into both excel reports or DOT required documentation of your company activities.
  2. World Class Customer Service is the cornerstone of our business. Our support staff is trained and excels in both the regulations and proper customer care. We strive to shy away from telling a customer “no we can’t” or “I am not sure.” We do all possible to provide you with a live voice on each call. If we are unable to answer your call personally, we will call you back in 30 minutes or less.
  3. Pro-Active Customer Services rather than Re-Active Customer Services are what we deliver. Our system design and customer services team allows our customers to know what issues we are addressing on their behalf to bring to fruition the needed results that affect either a hiring situation or a compliance issue.

We are not and do not want to be labeled as a call center as we do not act like or operate like a typical call center.   5. Staying abreast with any and all changes in the regulations is vitally important to CSS as we know it is vitally important to our customers. The President and CEO of Compliance Safety Systems, David Saunders, is a 29 year veteran of the transportation industry. Mr. Saunders is a current member of the Texas Motor Transport Association, (TMTA) where he serves on the education and regulatory committees. David is also the TMTA national spokesman for the association and thus represents the association at numerous conferences including the American Trucking Association. He is a current member of the American Trucking Association and currently serves on two separate safety related committees within the ATA, the prestigious Regulations Committee which directs policy and reviews rule making surrounding the Federal Motor Carrier Safety Administration and the Education Committee. Mr. Saunders served as the Co-Chairman of the “Safe Stat” task committee. This committee was a major influence in assisting the Inspector General’s Office to apply pressure to the FMCSA to correct and update information surrounding the roadside inspection. This change forced state and local law enforcement to input accurate information on the violation reports, which allowed these reports to assist better in the carrier’s safety ratings. Mr. Saunders is also a current member of Commercial Vehicle Safety Alliance in Washington DC, This is an organization that is funded and made up of State and Federal law enforcement designed to work with the Trucking industry in a joint effort to assist in controlling accidents and eliminating non-qualified drivers. David is a committee member on the Driver Enforcement Committee. David still attends and is very much active in the CVSA committee and serves as a “roadside inspection” judge with the CVSA organization for their annual inspection competitions. The CVSA includes almost every state law enforcement officer organization in the country in its membership. Mr. Saunders is available anytime for your firm to consult with about any particular compliance policy issue. Mr. Saunders stays on top of any policy changes that affect our customers and he will personally make you aware of issues that he feels could possible affect your company safety situation and its bottom line.

Compliance Safety Systems does not own or operate collection sites or laboratories. However our success in properly servicing the needs of your company is predicated on how well these organizations service your needs. At Compliance Safety Systems we work diligently to see that these companies maintain maximum allowable performance for our customers and the services they provide occur for your firm seamlessly through our systems. CSS has sought out the most qualified and effective clinical services providers and certified laboratories in the business to properly service your firm’s needs. In order to satisfy our customers’ logistical needs for service, CSS is continually expanding our network of service providers’ throughout the United States as well as Canada.

In the United States, CSS can provide the most aggressive nationwide pricing using a combination of clinical services from Concentra Clinical Services or US HealthWorks Medical Group, laboratory analysis from Quest Diagnostics or Advanced Toxicology Network and a MRO review through our in house Medical Review Officers.

In Canada, CSS can provide consistent pricing for all services with our alliance with Gamma-Dynacare Medical Laboratories.

How we enable you to keep track!
The unique design of our system allows data capture of all needed information in either windows based or excel formatted report files. The test request information that is entered into the system to initiate any service request and the results information that comes through the MRO administration allows the system to populate pre-scripted or customer specific queries as well as the DOT required MIS Report. The reports can be viewed, printed, or uploaded to your computer system. The reports can be requested for a date range, specific location, test type or be result specific. Your reports can be formatted from information a week old, a month old or a year old as we maintain all of your company data in the system for five years.

We bring your firm more information to make your task easier, especially if you are audited!
The CSS System design makes your employment compliance process easier to manage. As we set up your firm’s protocol at your desired clinic locations we can inform them that when they have the completed physical forms they fax those documents to our RightFax server. Our customer services team then turns that fax into an image that will attach to your drug testing results. You can keep this document on file in our system where it will remain the required 5 years or you can upload the information to your system or print the documents to satisfy your needs. The same process is completed for chain of custody forms as well as your breath alcohol confirmation information. This extra customer service performed by the CSS team will prepare your firm better for an audit when applicable.

Our DOT customers learn quickly how convenient our system can be for them when they need to complete their required MIS Report. After you enter a date range and whether you want DOT or Non-DOT reporting the report will fill out automatically and separate your entire test request and result information in the proper category.

Your firm is continually updated on the status of a drug test without a result. Our customer services team will advise you by 10AM each morning and continually during each workday the updated status as to why a test has not been completed as well as what action they are taking to bring the result to fruition.

The system will allow you to archive your results at anytime. This will allow you to only view the results that you want to see. Once the results are archived, they can be accessed through the system based on your desired format.

Each result that is populated in the system comes complete with a signed copy of the MRO notification letter attached to it for your use. You can print these letters if desired, or just leave them attached for a later need.

All information transmitted to you is secured.
CSS takes extreme measures to protect the information we collect and store. All CSS employees are thoroughly screened that includes a drug test, criminal and background checks. All access to our facilities is monitored by ADT. We have camera systems and controlled access to only required personnel gain admittance to our facilities.

Our clients can only login to the CSS application using the secured user id and password we supply them. All user passwords will be expired every 90 days. We provide 3 levels of hierarchy to our system to control customer access to the information. This is to allow access to the sensitive information we provide to the necessary individuals. User information including password will be stored in LDAP. All CSS servers are kept in a very secured data center (SunGard Availability Services) and the data transmitted through the internet is encrypted using SSL. The CSS system application online data is encrypted using 128 byte VeriSign SSL certificate. VeriSign is the leading provider of SGC-enabled certificates, enabling strong encryption to over 99.9% of site visitors.

VeriSign’s rigorous authentication practices set the standard for online identity assurance. We use Iron Mountain Secure Shredding Solution Onsite to properly destroy old or out of date records for documents.

All data is backed up every night into tapes and tapes are stored at Iron Mountain to secure our backup data and ensure quick recovery of our vital information in the event of a loss.
